Permits from Planning and Building Services
General Questions, Payments, and Walk-ins:

The Departments of
Building, Planning, Site Development, and Environmental Health,
work together in the review and approval of development permits.

Note: We are no longer accepting physical copies of plans, forms, documents, photos, or other supporting documentation related to permits, licenses or planning processes.
All payments must be made at time of application via credit card or E-Check
The services provided by the Building department are aimed at protecting the public’s safety by regulating the design, construction, materials, use and occupancy, and maintenance of buildings and structures within the unincorporated areas of Clear Creek County. The Building Department offers the following permits:
- New Residences
- Additions
- Alterations, Interior Remodels, Structural Roof Work
- Demolition of an Existing Structures
- Telecommunications Towers
- Power (Solar, Generators, Wind Turbines)
- New Decks & modifications and legalizing decks build previously without a permit
- Legalization of Existing Non-Conforming Structures
- Re-roofing, Mechanical, Windows, Doors & Siding
- Signs (Freestanding & Building Mounted)
- Fences over 7 feet tall (under 7 feet still requires at least a Planning Review)
- Bridges (pedestrian and vehicular)
The Site Development department reviews driveway and excavation plans, issues related permits, and monitors performance for driveway construction and construction on building sites.
Grading/Excavation Permits cover the following work:
- Grading and Excavation related to new structures and additions over 400 sqft
- New Driveways, Modifications, & Legalizing Existing Non-conforming Driveways
- Retaining Walls
- Floodplains
Right-of-way permits shall be obtained whenever a developer, contractor, owner, utility company or other individual proposes to install utility lines, culverts or any other work within the County right of way.
Permits Offered by Road & Bridge:
Environmental Health Department concentrates on controlling factors that impact public health and the environment around us. Locally, we oversee onsite wastewater treatment systems, protect our water sources from contamination and monitor outdoor air quality. Our counterparts at the state health department currently manage all routine and complaint inspections for food establishments, childcare facilities and schools.
Environment Health Department Permits
The Planning department is responsible for processing land use applications for rezonings, divisions of land, subdivisions, and other land use entitlements. Planning Staff reviews building permits to ensure conformance with standards set forth in the Zoning Regulations such as permitted uses, building height, signage, animals, and other standards. Planning Staff is also responsible for long range and comprehensive planning updates, zoning code enforcement, special event permitting, and other special permits and programs.
Planning Department Permits
The Recreation Department oversees the permitting of Special Events and the Licensing of Commercial River Outfitters.
River Outfitter Licensing
There are 15 available licenses for River Outfitters in Clear Creek County Unincorporated. These licenses have all been claimed for 2024. Returning Outfitters in good standing receive priority of licenses for the following year, provided they meet all requirements as set forth in Resolution xyz.
Commercial River Outfitters Licensing (Rafting Permit)
Failure to use a license for a period of more than one season may result in the license being considered 'abandoned' and offered to the next applicant in good standing with a complete application.
Special Event Permits
Special Events happening or going through any part of unincorporated Clear Creek County require a Special Event Permit. To view the Special Events Resolution, click here.
Clear Creek County has two fire districts. You can identify which parcels are in which district using this map.
Burn Permits
Fire Districts issue their own burn permits respectively. The county has the responsibility of notifying residents that wish to be notified of all active permits between the two districts. For a list of active Burn Permits in Clear Creek County, please click here.
Fire Suppression System Permits in Evergreen Fire District
The Evergreen Fire Department issues Fire Suppression Permits for all parcels required a Monitored or Commercial Fire Suppression System in the Evergreen Fire District. Any new commercial development in the Evergreen Fire District will require permits to be pulled directly from the Fire District and provided upon application of a building permit.
