Site Development Department Inspections

The Clear Creek County Site Development Department performs initial, erosion control, driveway rough-in, final grading and other inspections as needed to administer land disturbance and development permits.  

Scheduling Inspections

The Site Development Department typically performs inspections on Wednesdays and Thursdays of every week.   Inspections may be requested by any of the three following methods:

The Site Development Department is developing the online inspection request tools and we hope to make it available soon.  Until that time, please request all inspections via email or phone.

After locating the permit, choose the "Inspection Request" tab and enter the required information.  The "Remarks" box should be used for any additional information we would need to perform the inspection; i.e. lock box or gate combination or time constraints that will affect the inspection scheduling.  Your confirmation that the inspection has been scheduled will be the email reply.

Inspection Standards

Site Development Department inspections are subject to the following standards:

Initial Site Inspection:

Before any disturbance which requires a grading permit and prior to the issuance of a grading permit, an approved inspection of initial site conditions and temporary erosion controls must be completed by the Site Development Department.  Review the Best Management Practices (BMP) Manual for typical erosion controls and the approved plans for specific erosion controls.  For all projects in Clear Creek County requiring a Site Development Permit the permit holder shall:

  • Have a Professional Surveyor pin the corners of each lot where structures or improvements are proposed.  The pins shall carry caps denoting the surveyor’s license number;
  • Flag the property lines between pins;
  • Stake improvement locations of the proposed driveway centerline, excavation site and/or building footprint in accordance with the approved plans; and
  • Install temporary erosion controls in accordance with the Water Quality Control Plan and the Best Management Practices Manual.  The following standards shall be met:
    • Sediment transport in runoff shall be prevented by straw logs, silt fence, check dams, sediment ponds, or some combination of these and other approved BMP’s;
    • Vehicle tracking pads shall be installed to prevent sediment from being transported from sites onto adjoining roadways;
    • Roadways and ditches in public rights-of-way shall be kept clean at all times; and
    • Concrete washout areas shall be provided on private properties where development takes place involving concrete placement.

Rough-In Inspection:

Before a framing inspection can be called in for a building permit, the driveway must be constructed with the proper width, grade, and approach to the road in accordance with the approved plans and Driveway Standards.  The permit holder is responsible for scheduling the the required Rough-In Inspection.

This inspection may also be used to review rough site grading, retaining walls and drainage improvements.

Final Inspection:

At the conclusion of grading & excavation work and prior to the issuance of a certificate of occupancy/completion for completed structures, the permit holder shall request a Final Inspection from the Site Development Department.  

  • All required written approvals, reports, and as-built surveys and drawings shall be submitted to the Site Development Department prior to requesting a Final Inspection;
  • All grading and excavation work including drainage facilities and water quality controls must be constructed in accordance with the Grading & Excavation Regulations, permit conditions, and approved plans and specifications;
  • All construction equipment and materials shall be removed from the site and disturbed soils revegetated in landscape areas and properly surfaced in driveway/parking areas in accordance with the approved plans and County standards;
  • Locations of structures must comply with all plat, site plan conditions, and applicable zoning regulations;
  • The Site Development Department may require the permit holder to submit an Improvement Location Certification, prepared by a Professional Surveyor licensed in the State of Colorado.
