County Emergency Plans

Clear Creek County maintains a number of emergency plans that define the roles and responsibilities of agencies and personnel during emergencies. You can view the key plans by clicking on the links below.

• Hazard Mitigation Plan (2022)
  • The Clear Creek County Hazard Mitigation Plan identifies and analyzes the county’s vulnerabilities to a wide range of hazards, with the goal of reducing impacts to people, property, and the environment.
• Emergency Operations Plan (2024)
  • The Emergency Operations Plan (EOP) serves as the primary framework for managing all emergencies and disasters within Clear Creek County. It outlines the coordination of response efforts to protect residents, visitors, businesses, and natural resources.
• Clear Creek County Community Wildfire Protection Plan (2025)
  • In 2025, the Clear Creek Fire Authority in conjunction with community partners completed an update to the plan.
