Engineering
Clear Creek County’s Engineering Department works on a variety of projects across 75 miles of paved roads, 7 miles of paved recreational path, 85 miles of unpaved roads, and 7 bridges under the provisions of the National Bridge Inventory Standards over Clear Creek and other drainages across Clear Creek County.
The steep terrain and multiple freeze-thaw zones that define the County’s topography require the Engineering Department to prioritize its paving, maintenance and repair projects to ensure their functionality and public safety. These projects and repairs allow fire trucks, ambulances and law enforcement to respond to emergencies, buses to carry our kids safely back and forth to school, residents to travel to within our community, tourists to travel here and fuel our economy, and local businesses to serve residents and visitors.

Guanella Pass Road Retaining Wall
This project is intended to provide for the replacement of a failed rockery wall located along Guanella Pass Road approximately 3.2 miles from its intersection with Rose Street in Georgetown, Colorado. The rockery wall provided a façade for an underlying soil nail wall. The failed rockery wall has been partially removed with the remaining portions being temporarily stabilized. Preliminary plans for a positive connection mechanically stabilized earth retaining wall have been prepared.

Golden Willow Road
This project consists of full depth reclamation (FDR) for approximately 1.8 miles of Golden Willow Road, starting with the intersection with Upper Bear Creek Road, and 0.08 miles of Park Drive. This work also involves construction of a new culvert, sedimentation pond, roadside ditches, slope stabilization, shouldering, striping, and traffic control.

Witter Gulch Road
This project consists of pavement repair for approximately 1.97 miles of Witter Gulch Road between the intersections with Upper Bear Creek Road and Snyder Mountain Road. Other features include shouldering, striping, and traffic control.

The Engineering Department administers annual crack sealing, pavement marking and guardrail projects throughout Clear Creek County's road system. 2025
Silver Lakes Bridge
A spring 2025 inspection of the bridge that carries Silver Lakes Drive over Clear Creek revealed that the metal bridge deck had experienced advanced levels of corrosion and should be replaced. Replacement of the bridge deck with a new asphalt pavement wearing surface was completed along with the cleaning and repainting of the other structural steel components of the bridge in October 2025.
Fall River Road
This award-winning project focused on a 3.3 mile stretch of the northern portion of Fall River Road, while also providing safety signage across the entire 9.2 mile corridor. Along with reconstruction of the roadway surface, key features of the work included resurfaced turnouts, recycled asphalt shoulders, updated pavement markings, and critical drainage upgrades near the St. Mary’s Glacier trailhead.
2024
Steep-Slope Improvements for Fall River Road - Fall 2024
Rock scaling to remove loose rocks and debris from approximately 500 feet along the northside of Fall River Road between Rainbow Road and Cumberland Gulch Drive.
Upper Bear Creek Road - Fall 2024
The project utilized a construction process known as full-depth reclamation (FDR) to rehabilitate the asphalt pavement road surface. FDR is a reclamation technique in which the full flexible pavement section (existing asphalt layer) and a predetermined portion of the underlying materials are uniformly crushed, pulverized, or blended, resulting in a stabilized base course followed by a hot mix asphalt (HMA) overlay.
2023
Jones Pass Road (CR 202) - Fall 2023
The Jones Pass Road improvements project consisted of the rehabilitation of the asphalt pavement surface with 4 inches of Cold In-Place Recycling followed by a 5-inch Hot Mix Asphalt overlay for approximately 1.8 miles of Jones Pass Road from the intersection with Highway 40 to the entrance of Henderson Mine. The project was awarded to APC Construction with the Cold In-Place Recycling performed by Coughlin Company Inc. Thanks to the team at Henderson Mine for their support of the project.
Pine Valley Road - Summer 2023
Clear Creek County Road & Bridge wrapped up its County Road 170 $1.1 million dollar Project. Pine Valley Road is approximately 2.7 miles in length and provides access from Highway 103 to several residential subdivisions including Pine Valley, Pine Valley Heights, Hofer Heights, Barrows and Beaver Brook Lodge Estates. Traffic counts collected in August 2021 show over 600 vehicles per day traveling the road.
The project consisted of various pavement patching sections followed by a 2” Hot Mix Asphalt overlay along with a new sedimentation pond, ditch regrading, shouldering, striping and traffic control. County Road 170 is due to be resurfaced in accordance with the Road & Bridge Department’s plan to maintain the County’s paved roads. Additionally, there are concerns associated with excessive erosion and sediment deposits throughout the residential community which creates costly and time-consuming maintenance work to remove sediments from roadside ditches, drainage culverts and other low-lying areas.
2022
Soda Creek Road - Summer 2022
The project consisted of the replacement of several ageing culverts, construction of a concrete headwall, reconstruction of sections of failing roadway surface and an asphalt pavement overlay between the Clear Creek County Transfer Station and the boundary with the City of Idaho Springs.
The construction portion of the Project was awarded to Elite Surface Infrastructure, Inc. (ESI) in 2021 and the work was completed during the 2021 and 2022 summer construction seasons.
Floyd Hill Master Drainage Plan - Spring 2022
The purpose of the master drainage plan was to define the existing 2-year, 10-year, 25-year, and 100-year annual exceedance probability deficiencies and improvements necessary to convey the appropriate annual exceedance probability flood with the open channels and major conduit systems under the County’s jurisdiction.
The work included the compilation of existing data and collection of new data as necessary to determine the existing capacity of the County’s stormwater infrastructure within public rights-of-way in order to develop the most feasible drainage, water quality, and flood control design alternatives.
2021
Meadow View Drive Retaining Wall (Floyd Hill) 2021
The Clear Creek County Road & Bridge Department constructed a retaining wall associated with Meadow View Drive which was needed to address a roadway embankment failure. The retaining wall was anchored into the slope with geogrid and faced with rock filled wire baskets.
Construction of the Meadow View Drive Retaining Wall was completed in June 2021
2020
Fall River Road - Summer 2020
This project involved 1.5 miles of asphalt pavement removal and replacement on Fall River Road extending from approximately mile mark 4.5 to approximately mile mark 6.0, along with shouldering and ditching.
This project follows on the heals of previous removal and replacement projects for the initial 4.5 miles of Fall River Road with the rehabilitation of the upper portion of the road planned for 2025.
2019
Silver Plume/Georgetown Trail Improvements - Summer 2019
The trail Improvements project was for the full depth replacement of the trail pavement in certain locations, replacement of railing, signing and striping improvements, and drainage improvements to reduce erosion along the existing timber retaining walls along an approximate 4,000 linear foot section of existing bike trail located between Silver Plume and Georgetown, south of and immediately adjacent to I-70.
2026-2027
Floyd Hill Area
- Ponderosa Drive: Hyland Drive to Aspen Drive, 0.58 miles
Description: This project will install a new cross culvert and water quality improvement pond, as well as other improvements to mitigate drainage concerns that are currently affecting the Ponderosa Drive. Additionally, many sections of existing pavement will be removed and replaced and two instances of unstable slopes will be mitigated. Once these alterations have been made, a slurry cape seal will be applied.
Evergreen Area
- Golden Willow Road: Upper Bear Creek Road to end of maintenance area, 1.18 miles
This project will include drainage improvements along Golden Willow Road and at the intersection with Park Drive, improvements to the the turnaround area, regrading of existing ditches where needed, water quality control pond and a two-inch pavement overlay.
- Witter Gulch Road: Upper Bear Creek Road to Snyder Mountain Road, 1.96 miles
This project will add or resize culverts in accordance with the 2016 Drainage Evaluation. Areas of distressed pavement along this stretch of road will be removed and replaced. 0.7 miles of the road will be processed with a one inch mill and a two inch overlay. Additionally, a one inch pavement overlay will be applied to other segments of the roadway.
Floyd Hill Area
- Elk Valley Drive: 0.29 miles
The treatment details for this project are still under consideration.
Idaho Springs Area
- Soda Creek Road: Transfer Station to end of maintenance, 1.08 miles
This project will mitigate grading issues with several existing ditches, some of which may also require additional cuts into the side slope or efforts to raise the roadway. A few areas of severe distress will receive full-depth patching. Additionally, this project will mitigate the distressed area at the entrance to the Transfer Station. The project will also add a turnaround area and add a two inch pavement overlay to the project area.

- Greystone Road: 0.90 miles

2028
Floyd Hill Area
- Saddleback Drive: 1.4 miles
This project will evaluate the Saddleback Drive area for additional cross-culverts. The project will also address efforts to regrade drainage ditches and slope creep. Full-depth patching will occur as needed and the area will be treated with a two inch pavement overlay.
Idaho Springs Area
- Virginia Canyon Road: 1.33 miles
The treatment details for this project are still under consideration, but may include pavement pulverizing and guardrail repairs.

- Hyland Drive: 0.27 miles

Floyd Hill Area
- Beaver Brook Canyon Road: Homestead Road to end of the paved area, 1.17 miles
This project will provide drainage improvements along Beaver Brook Canyon Road, including profiles of all ditches, evaluations and installation of one culvert near the high school, and efforts to evaluate and address a potentially unstable slope. Additionally, full-depth patching will occur where needed. A to-be-determined pavement treatment will also be utilized.
